We are a poor country, by any definition. To me, the first reason is obviously false.What could be the reason for saying that no foreign assistance on this would be accepted? It could be several things.The Kerala government says that the United Arab Emirates has offered Rs 700 crore which the government in Delhi said it would not accept. His concern reflects the special ties between governments and people of India and UAE. The possible reasons one can think of for doing this are as follows:First, that we don’t need their money.Now let us look at the refusal even of rehabilitation, which is what is indicated by India’s refusal avk rivet nutsto accept the UAE’s and Thailand’s offer. His exact words are: "Informally informed with regret that the Government of India is not accepting overseas donations for Kerala flood relief. Third, again, that taking assistance dents the national honour and it in some way diminishes the way we are seen by the outside world because we are aid-takers and not aid-givers. For example, it is the local authority that is familiar with the area and outsiders would be coming into a disaster zone with no knowledge of it or the local language. They have a strong stake in it and any aid from that country cannot be seen as charity alone." This indicates that the offer was indeed made, and that it was refused. However, the Thailand ambassador to India has himself written that Delhi is refusing foreign assistance. The Centre says it will give Rs 600 crore.
